The Presidential Decree no. 1/2025 of 16 January created the Ministry of Communication and Digital Transformation, which is believed to be the body that will oversee all actions surrounding the government's intention to accelerate the digitalisation of public services and establish a more concise ICT regulatory framework that is open to digital business opportunities.
It is worth noting that even before the creation of this Ministry, the now defunct Ministry of Transport and Communication had already taken significant steps towards digital transformation. In 2024, the Mozambique Digital Acceleration Project (PADIM) was launched, supported by the World Bank, with the following strategic objectives:
- Increase the availability of broadband for individuals and government institutions;
- Increase digital adoption and inclusion; and
- Support the foundations for an accelerated digital transformation.
In this vein, the end of last year was marked by the opening of public tenders in various sectors, which represent a valuable opportunity for investing and entrepreneurial companies in the area of Information and Communication Technologies, in response to the growing demand for modernisation and efficiency in government operations.
